President Phyllis Jordan set the priority, with board members’ agreement, following an apparent upsurge of holdups and home intrusions in the neighborhood. Among items the board will be considering will be a revival of the block captain system, how to improve communication to the membership on measures individuals can take to protect themselves, and installation of private security cameras in the area. The board is also considering holding a public forum on crime prevention.&lt;br /&gt;&lt;br /&gt;Neighbors are encouraged to call the NOPD’s Second District at 821-2223 when they spot any suspicious activity The Tulane police have beefed up patrols in a wide area around the university. Their number is 625-5200.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;New command.—&lt;/b&gt;Commander Paul Noel has been named commander of the 2nd District. Noel knows the district well. He was a patrol officer and detective from 1997 to 2002, and from 2006 until 2008 he served as investigative unit commander. Before returning to the 2nd district, Noel was commander of the NOPD’s Criminal Investigations Division.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Advise the police.—&lt;/b&gt;NOPD is organizing an advisory board of citizen volunteers. Most graves in both cemeteries are blanketed with weeds, and a number of headstones, like these, are broken or displaced. Clean-up of the cemeteries is a CCA priority. If you want to help, contact board member Mark Vail at mvail@tulane.edu.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Zoning exceptions sought—and fought.—&lt;/b&gt;Jawad K. Gharib, owner of the Discount Corner gas station at S. Claiborne and Eagle, has applied to the City Planning Commission to sell liquor at the station. A hearing is scheduled for Tuesday, Feb. 28, at 1:30 in the City Council chambers in City Hall. Members of the CCA have joined with Northwest Carrollton and Hollygrove associations to argue against granting his petition, and some plan to attend the meeting.&lt;br /&gt;&lt;br /&gt;The CCA is also keeping tabs on further steps being taken by the individuals who wanted a zoning exception to open a coffee shop at Carrollton and Panola. CCA was successful in fighting that effort, but reports are that they are now trying to have all the blocks from Panola to Claiborne on the downtown side of Carrollton changed from overwhelmingly residential zoning to mixed use in the city’s proposed Comprehensive Zoning Ordinance.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Citizen wave building.—&lt;/b&gt;The group Save Our Neighborhoods has taken a stand against Tulane’s plan to build a football stadium on its campus. The group argues that inadequate parking exists and that lighting for night games will intrude on homes in the area. Barbara Johnson said she continues “to be impressed with Costco’s willingness to listen to the community and its commitment to the highest standards of design/operation, community investment &amp;nbsp;and commitment to providing employees opportunities for career and personal growth.” &lt;i style="mso-bidi-font-style: normal;"&gt;&lt;/i&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 10pt;"&gt;&lt;span style="font-family: 'Verdana','sans-serif';"&gt;Board member John Schackai and representatives from nearby neighborhoods have been meeting with Costco officials, architects and engineers about plans for the store. John told the board at its October meeting that the design will be similar to the company’s other big-box stores, but he is working to ensure that it is appropriately adapted to its New Orleans setting. As chair of the Carrollton overlay design review committee, John will write recommendations for the appearance of the store. It all came together through the the hard work of the Carrollton Area Network, led by H.V. Nagendra, a CCA member and past chairman. The city zoning commission had turned down his request last month. At issue was a question of spot zoning for a business in a residential zone. The CCA argued that that could open the site to more intensive commercial uses in the future. Four other neighborhood organizations joined CCA in opposing the appeal.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="bodytext" style="margin-bottom: .0001pt; margin-bottom: 0in;"&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;&lt;b&gt;Our teeth-rattling streets.—&lt;/b&gt;The hump in the middle of&amp;nbsp; Lowerline alongside Lusher School has been reported to the city’s Department of Public Works, according to Kelly Butler of the office of Susan Guidry, District A councilperson. Street watchers Joe Tucker and Dennis Hart had put the hump at the top their list of Top 10 worst streets in the CCA neighborhood. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/div&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;  &lt;/span&gt;&lt;br /&gt;&lt;div class="MsoNormal" style="line-height: normal; margin-bottom: .0001pt; margin-bottom: 0in;"&gt;&lt;span class="Apple-style-span" style="font-family: Arial, Helvetica, sans-serif;"&gt;Along with the hump, they targeted the noisy, unsightly pump at Cohn at Lowerline. That is a capital project which falls under the mayor’s office, not the library, so they do not know when the work will begin. I have volunteered to be the liaison for our members' questions and complaints as they may pertain to the "quality of life" issues in our neighborhood. In order for our membership to be able to resolve our issues as they may relate to QOL, I ask that you please forward to me any questions or concerns that you may have. /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;b style="mso-bidi-font-weight: normal;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;Respondent Analysis&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;80 persons responded to the survey, and of this number 76 completed the entire survey.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;This number is equal to approximately 30% of registered association members.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Four respondents provided addresses on either Dublin or Cambronne, which are adjacent to but no within the boundaries of CCA.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Otherwise, all respondents were from within the geographic area of the association.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;Reflecting the stable nature of the area, most respondents indicated several years of residency.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;No respondent indicated a residency of less than on year.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;27.6% of respondents have lived in the area between one and five years, 14.5% have lived here between six and ten years, and 57.9% of respondents have lived in the area over ten years.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;96% of the respondents own their home while 4% are renters.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;b style="mso-bidi-font-weight: normal;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;Areas of Civic Concern&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;The survey provided a list of 22 neighborhood issues and invited respondents to indicate which were of personal importance.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;As multiple selections were allowed, a summary of responses exceeds 100%.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; style="font-family: 'Arial','sans-serif';"&gt;When asked in a free form question to list the most important issues surrounding the community, respondents basically restated the areas of concern listed above with the same corresponding levels of emphasis.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Additional areas of concern included street flooding, on street parking, and recycling.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;A separate question on street flooding indicated this issue to be of concern to 48% of respondents.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;24% of respondents indicated an awareness of land use within the neighborhood that does not fit surrounding activities.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Asked to describe these situations, most of the properties mentioned are outside of the association’s boundaries.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;Those that are in the CCA neighborhood were concentrated on Hickory between Short and Lowerline.&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;b style="mso-bidi-font-weight: normal;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;Making the Association Better&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;Suggestions for making CCA a better organization correspond directly with the areas of member concern.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; &lt;/span&gt;In regard to the question as to what topics members would like to see posted on the website, the type='text'>CCA Dedicates Tree to Memory of Vijay Nagendra</title><content type='html'>On December 11, 2010 a tree was planted in Palmer Park to celebrate the memory of Vijay Nagendra, a young man taken from us by illness.&amp;nbsp; The entire Nagendra family has been actively involved in the creation and development of both the Central Carrollton Association and the Carrollton Area
